These proceedings contain the papers presented at UIUA 2017, which aims to create a forum in order to develop an exchange of experiences and provoke a discussion on the topics related to building of tunnels and underground infrastructure in the cities.;These include geotechnical tests, town planning, underground infrastructure such as (traffic and railway) tunnels, water and sewage ducts, garages, and subways as well as the possibilities of using an underground space associated with town planning and modernization of cities. The conference organizers wish to involve a wide body of people from different sectors such as scientists, investors, designers, contractors, and students.
