The Transportation Planning Handbook is a comprehensive practice-oriented reference that presents the fundamental concepts of transportation planning. The content of this handbook was first included in ITEs 1941 Traffic Engineering Handbook. In 1992, the handbook was divided into two separate publications.  The purpose of the Transportation Planning Handbook is to provide transportation professionals with a basic day-to-day reference on the proven techniques in the practice of transportation planning. The 4th Edition of the Handbook will include increased focus on serving the needs of all users, the role of safety in the planning process, and transportation planning in the context of societal concerns. Further, a new structure for content of the Handbook is intended to promote a more functionally driven multimodal approach to planning, designing, and implementing transportation solutions. The new Handbook reflect recent updates to key transportation planning software packages and major transportation resources such as the Highway Capacity Manual (HCM), Manual on Uniform Traffic Control Devices (MUTCD), AASSHTO Policy on Geometric Design, Highway Safety Manual (HSM), and Americans with Disabilities Act accessibility regulations.
